| Indian shelling on citizens- THE NATION Muzaffarabad/Islamabad June 11, 2002(PR): Muhammad Farooq Rehmani Chairman Jammu & Kashmir People’s League has strongly condemned continuous artillery shelling by Indian army on the innocent citizens of Azad Kashmir and arrest of Syed Ali Gilani and his friends and relatives under POTA and also seizing of his home and property under the same law, despite efforts of reconciliation between India and Pakistan. He said that the latest harsh-steps by India in J&K have made human rights situation very alarming and the people are fleeing from their homes fearing escalation in state sponsored terrorism. He said the terrorist methods by India cause damage to the international efforts of peaceful negotiations in South Asia.He further said the present world efforts on Kashmir issue would bear no fruit unless the address on Kashmir issue is made to Kashmiris society and the civil society is relieved of military oppression and draconian Laws of the state . He demanded immediate International mediation over Kashmir and releasing of all detainees from different jails of India and Kashmir.***## ----------------------- J&K voters’ list has a glaring hole in the Valley Jammu population 20% lower than Valley’s, yet this is first state poll where Jammu has more voters: 1.8 lakh more Manoj Mitta & Nazir Masoodi /Srinagar New Delhi, Srinagar, September 4: In all its pronouncements on free and fair elections in Jammu and Kashmir, the Election Commission hasn’t mentioned a startling discrepancy. Jammu’s population is 20% lower than that of Kashmir, it has only 37 constituencies compared to Kashmir’s 46. And yet Jammu has 1.8 lakh more voters than Kashmir. This dichotomy between population and number of voters is unique to J&K. It first came to light during the 1999 Lok Sabha elections reflecting a decade-long trend since militancy: the steady rise of voters in Jammu and a plateauing off in the Valley. So much so that today, while 66% of Jammu’s population is registered to vote, in Kashmir less than half (47%) of the population are voters. Consider the following: » Jammu’s population as per the 2001 Census is 43.9 lakh, that of Kashmir is 54.4 lakh. But Jammu has 28.7 lakh voters while Kashmir has only 25.5 lakh voters. » Take the Sopore constituency in the Valley and Jammu West. During the 1987 Assembly polls, both had roughly the same number of voters: about 54,000. This year’s figures show that the number of voters in Sopore has gone up over the last 15 years by 19% while Jammu West shot up by 177% making it the largest Assembly constituency in the state. Anywhere else, such a startling contrast would have raised several questions. In fact, it did in Gujarat where the EC admitted that a key reason why it put off polls was that ‘‘defective rolls would deprive a substantially large number of electors’’ of their right to vote. This ‘‘deprivation,’’ if anything, is even greater in Kashmir. And it would have been greater had it not been for a special drive since June to mobilise voters in the Valley. As reported by The Indian Express, police and security personnel are insisting that people have voter ID cards to ensure their safety. Result: 3.12 lakh more people have registered to vote in Kashmir while 1.67 lakh in Jammu. Even with this ‘‘surge’’ in the Valley, the gap remains at 1.8 lakh. Why this discrepancy? Because the EC failed to hold ‘‘intensive revision’’ of the rolls in J&K ever since insurgency spread there in 1989. Intensive revision means a door-to-door survey. Instead of this, the EC has been doing ‘‘summary revision,’’ in which people are invited to make ‘‘claims and objections’’ on already existing rolls. The last time the EC held an intensive revision in J&K was in 1988. In most other states, the EC has since then held an intensive revision at least twice—once in 1995 and then in 2001. In a press release two months ago, the EC acknowledged that it could not hold an intensive revision in J&K for over a decade ‘‘due to a variety of reasons, the primary one being unrest in the Valley.’’ However, a key fact is ignored: despite unrest, the Government held a census in J&K last year with enumerators fanning out to remote villages. Since a Census survey involves door-to-door survey, why didn’t the EC do the intensive survey? While no EC official was willing to speak on record, sources in the commission justify ‘‘summary revision.’’ Since it puts the onus on people to come forward and register themselves, it’s easier to verify their claims. Moreover, EC officials claim, any omission can’t be used by separatists and anti-poll lobbies to allege that the state has disenfranchised a section of the population. As for the Census-EC parallel, officials claim that separatists welcomed the Census because it helped establish that Muslims are still in a majority in the state. But they would have disrupted a similar door-to-door survey by the election machinery because of their anti-election stand. He said the current American influence in the region makes it incumbent on the American leadership to facilitate multi-faceted negotiations between the concerned parties of Kashmir by developing interaction with them, as millions in South Asia were facing a great risk of annihilation because of this imbroglio. He drew America’s attention to the plight of Kashmiris, whose very existence was at stake under the guns of Indian army, having no regard for the human rights of Kashmiris. He said the campaign of terror unleashed by Indian army to brutalize the civil society to submission continues unabated today even with greater ferocity then ever in the last decade. The letter was delivered to the American embassy in Islamabad.*** -------------------------------------------------- Kashmiris to resist sham polls in IHK, says Rehmani By Our Reporter (DAWN) ISLAMABAD, Aug 30: The chairman of Jammu and Kashmir Peoples League, Muhammad Farooq Rehmani, has said every coercive method to ensure public participation in the September/October assembly elections of Kashmir would be resisted by the people of Kashmir. He said the root cause of tension and turmoil in the region needed a credible, dependable and internationally-guaranteed road-map to address the situation. In a statement on Friday, Mr Rehmani said not the Indian constitution with its too narrow and restricted scope, but only by applying the UN charter and the Security Council resolutions on Kashmir the 55 years old turmoil could be brought to an end. He said the conditions of the state were not conducive for elections, as they would bring further miseries to the people of Kashmir as before. He further said ethnic cleansing for the last 12 years had eliminated a generation of Kashmir and the state-sponsored brutalities, extra-judicial killings, forceable disappearances, humiliation of women, Police raids and searches and displacing of inhabitants and application of draconian laws like POTA, were continuing unabated in the State of Jammu and Kashmir. Muhammad Farooq Rehmani said that Kashmir was the root cause of the conflict in South Asia, and no solution through Indian manipulated sham polls could be thrusted on the people of Kashmir. He said that the historical boycott of the so called polling in Kashmir by the people had proved beyond doubt that election under Indian constitution for a legislative Assembly was never acceptable to Kashmiris, but only plebiscite or multilateral dialogue could make a break through in Kashmir dispute. He also condemned all forced police interference in the polling drama recently held in Kashmir. ------------------------------------ chairman JKPL writes to Prof. Abdul Ghani Butt Chairman APHC Islamabad, Jan 3: Muhammad Farooq Rehmani Chairman Jammu & Kashmir People’s League has transmitted a letter to Prof. Abdul Ghani Butt Chairman All Parties Hurriet Conference urging upon him to grant representation to the legitimate leadership of People’s League under him in the executive Council of APHC. He said that the present group illegally occupying the seat of People’s League in the Hurriet Executive, was created by manipulations in 1999 to block the admission of genuine leadership of J&KPL was therefore not the true voice of this organisation. The said group changed loyalties from leader to leader and organisation to organisation in the last two decades. Muhammad Farooq Rehmani impressed on the APHC to take positive and bold steps in the light of this letter and historical facts to give future politics of Kashmir an honest and transparent direction. -------------------------- Protest rally of People’s League in Muzaffarabad Muzaffarabad 13 July 2002(PR): To commemorate the 71 martyrdom of the 13 July 1931 martyrs of Kashmir, a protest rally and sit-in was held today before the office of UNMOGIP Muzaffarabad by JK People’s League. The supporters and sympathizers of People’s League on this occasion raised slogans against the occupation of JK by India, and state terrorism holding placards and banners to express their solidarity with the People of Kashmir. The procession was led by Muhammad Farooq Rehmani Chairman People’s League, who addressed the rally and later handed over a memorandum to the officials of the UNMOGIP, urging on Kofi Annan Secretary General to initiate an effort urgently to bring the authority of the world body to bear on the Kashmir situation. In his memorandum, M. Farooq Rehmani warned, despite easing of tension on LoC/ Indo-Pak border, war clouds were hovering over the South Asia and the causes of a full-scale war had not vanished from the region. He said India was violating the universal declaration of human rights and resolutions of UNO on Kashmir, under one pretext or the other, making the blood of Kashmiris more cheaper than any time in history. The memorandum marked, that under the present ruthless campaign of torture, genocide, forced disappearances and displacement of Kashmiris from their homes, the call for Assembly elections by India would only avoid a durable solution of the Kashmir dispute and never bring peace to the region, besides being contrary to the resolution 91 of the Security Council. The memorandum called upon the United Nations to prevent India from brutalizing the people of Kashmir, and treating them as sub-humans by exploiting the global slogan against terrorism In her own favour. ---------------------------- Condolence Held in Muzaffarabad Muzaffarabad, March 7 2002:Muhammad Farooq Rehmani Chairman J&K People’s League and other people’s League activists Mehraj-ud-Din Peerzada, Aslam Habib and Umar Aziz, here in a local hotel paid glowing tributes, to recently martyred senior commanders of Al-Fatah Force Shaheed Bashir Ahmed Sheikh Gazi, Shabir Ahmed Mir Waqas, Abdul Ahad Jan Iqbal and Salim Khan over a reference which was held to laude the great life sacrifices of these valiant sons of Kashmir. Speaking on the occasion before a big gathering of people, Muhammad Farooq Rehmani called Shaheed Bashir Ahmed Sheikh a true patriot and freedom fighter of Kashmir. He said India must be compelled to stop the long continued bloodshed and ethnic-cleansing in Kashmir. He said India’s military stand off on the borders and LoC was dangerous for the future of their region and UNO and therefore, the world body should intervene in Kashmir in accordance with its resolutions on Kashmir. He equally urged on the world coalition against terrorism to address the Kashmir dispute in the interest of humanity. He said if Kashmir was not settled no other regional issue would be solved. He said in view of the long human sacrifices of Kashmiris, the right of self-determination was unavoidable for Kashmir. He condemned the attitude of India vis-à-vis the offer of the dialogue by Pakistan on Kashmir, jeopardizing peace in the region. He condemned in strongest terms the Muslims genocide and communal riots in Gujrat and said that the government of India had failed to protect her Muslim citizens from communal carnage and rampage. Mehraj-ud-Din Peerzada in his speech gave a detailed account of his association in Indian prisons with Shaheed Bashir Ahmed Sheikh Gazi in Pathetic manner. ------------------------------------------ Great Kashmiri Commander Remembered Press Release(AF) Srinagar/Muzaffarabad Jan 22: Rashid Jemal Chief spokesman of Al-Fatah Force has paid glowing tributes to the life and sacrifices of Shaheed Muhammad Yousuf Chopan alias Zangi former chief commander of Al-Fatah Force and his guard Shaheed Ab. Rasheed Khan over their 2nd anniversary both of whom attained martyrdom fighting occupation troops on 23 Dec, 2000 at a village Buthu Bandipore. In memory of the Shaheed commander a function was held where the participants highly admired the great role of Muhammad Yousuf in the freedom struggle. The spokesman said that the Shaheed commander was a great patriot and people loved him for his character in the freedom struggle. Al-Fatah Force has pledged to follow the foot steps of its great commanders till the state of Jammu and Kashmir achieves freedom and right of self-determination.END ------------------------------------ Election Protest by JKPL Muzaffarabad/ 16/09/2002: In order to reject and condemn so called Assembly polling in Kashmir as misleading and contrary to UN resolutions, a big rally of Kashmiris and displaced people of J&K, was held today before the UNMOGIP office Muzaffarabad, holding banners, placards, flags and black flags and chanting slogans for plebiscite and freedom and against the Indian occupation of Kashmir, such as No elections! We want plebiscite. The rally was led by Muhammad Farooq Rehmani Chairman J&K People’s League, who at the end of the protest presented a memorandum to the officials of the UNMOGIP, calling upon the secretary General of UN to play a proactive role for the early resolution of Kashmir dispute according to the UN resolutions also adhering to UN precedents and traditions followed by the world body in recent years under similar conditions for the resolution of some international conflicts. He urged on the UN to reject so called forced polling for constituting an illegal body in the state, which could not make any breakthrough like previous ten legislative Assemblies in Jammu and Kashmir. He drew the attention of the UN to the existence of harsh detention and trial laws like POTA in Kashmir, eyeball to eyeball position of Indian/Pakistani forces along the LOC/international boundary, 700 thousand Indian troops inside Kashmir, martyrdom of 82 thousand Kashmiris by occupation troops, hovering of atomic war clouds over South Asia and he impressed upon the UN leadership to bear upon this dangerous situation which could not be brought to an end by local elections or local autonomy under some specific Indian constitutional laws. ------------------------- United Nations to extend its humanitarian Islamabad 16 April 2002: Muhammad Farooq Rehmani Chairman Jammu and Kashmir People's League has frantically urged on the United Nations to extend its humanitarian relief program to the victims s and sufferers of the state-sponsored terrorism in JK and recognise as refugee all those migrants and political victims who were forced to flee from their homes by the Indian army and police and seek shelter in AJK and Pakistan since 1990, pending resolution of Kashmir dispute according to the wishes of the people. In a memorandum dispatched to UN Secretary General Mr. Kofi Annan he expressed his fear regarding increase in the number of victims of state terrorism based on a study made by his party investigating team in the traumatized and turbulent region of JK. He said India could benefit out of the prevailing world conditions and intensify human rights abuses in Kashmir. He said Kashmir solution was getting out of focus due to novel political, military developments and vacuum in South Asia, middle east;zionists-Palestine conflict and US involvement in Afghanistan to promote its long term Gas-oil and strategic interests in central Asian states bordering China/Russia. He said under these conditions India on LoC would hold to status -quo and continue military operations against common citizens in the name of so-called flushing campaign of Mujahideen to strangulate the freedom struggle by using POTA, which could result in killings and forced disappearances by army and fleeing of people due to fear of brutalizing methods of torture and humiliation on a terrible scale and stagnation of economic activity and increasing of have-nots and physically handicapped in JK. He said Kashmiris were getting tired of "no war, no peace situation on LoC, because India had not reduced her campaign of terror inside the valley nor along the LoC. On the other hand the political and religious parties had failed to give a dynamic strong willed and honest leadership to address the situation, but merely amassed wealth for advancing self interests and lavish style of life. He said despite the prevailing odds nothing would deter freedom fighters from their cherished goal of freedom until India renounced brute force against Kashmiris. Ahad Jan alias Iqbal Dept. Com, Shabir Ahmed Mir(Dev) alias Waqas and Muhammad Saleem Khan alias Waleed(Bat). The dead bodies of the martyred commanders have not been as yet handed over to their relatives in Bandipore. The episode has sent serious shock and anger waves throughout Kashmir especially the distrits of Baramulla and Kupwara. Here it is worth mentioning that the martyr commander Bashir Ahmed Sheikh was associated with the freedom movement of Kashmir for the last 25 Years and had spent more then 9 Years in prison. He was known for his integrity of character among the freedom fighters of Kashmir. Meanwhile a spokesman of Al-Fatah Force has stated that all the four martyred commanders belonged to Al-Fatah and hailed from Bandipore and no one belonged to LeT and Pakistan. ------------------------------ Martyrdom of Abdul Ghani Lone- Rehmani Islamabad 21 May 2002 (PR): Muhammad Farooq Rehmani Chairman J&K People’s League has mourned and strongly condemned the cold blooded murder of Hurriet leader Ab. Gani Lone,and his body guards and paid tribute to his great services as a freedom fighting leader. In a message of condolence to the family of Shaheed Abdul Gani Lone, his sons Sajad Lone and Bilal Lone, he said the martyred leader fought for Kashmir and died for the freedom of Kashmir. He said that his assassination would further strengthen the movement of freedom.He also demanded an impartial enquiry into his death and said his death was a great loss to the freedom movement of Kashmir. ----------------------------- Protest rally in Muzaffarabad by JKPL Muzaffarabad, 26 Jan: Muhammad Farooq Rehmani Chairman J&K People’s League has urged upon Mr. Kofi Annan the UN Secretary General to initiate through world body swift measures for addressing political aspirations and removing miseries of the people of Kashmir by acknowledge their decade old human sacrifices; sending a fact finding team to Kashmir, appointing a special envoy for J&K, stopping state sponsored terrorism and invoking the UNCIP resolutions of late forties. It was stated in a memorandum, presented to UNMOGIP office Muzaffarabad by M. Farooq Rehmani, while leading a demonstration in front of the UN office on the eve of Black day here on 26 January. The activists of J&K People’s League in large numbers gathered before the office with placards and flags in their hands, raising slogans against Indian repression and occupation of Kashmir. The memorandum alleged that India not content with mass killings, forced disappearances, humiliation of women & children & large scale arrests had now promulgated POTO in Kashmir to give her state terrorism yet another catastrophic shape. He said the new brand of terrorism under POTO was indefensible even procedurally-extreme form of arbitrariness. It said, despite destruction of civil society call for freedom was echoing everywhere in the state. He further said the intransigence of India on the dispute of Kashmir had brought the two nuke armies of South Asia on the eye-ball to eye-ball position and the de-escalation of tension was basically linked with the peaceful and durable solution of Kashmir on the basis of the whishes of the people of Kashmir. Later the demonstrators dispersed peacefully, paying glowing tributes to eighty thousand martyrs of Kashmir. -------------------------------- Reaction over Musharraf’s Speech-Farooq Rehmani Islamabad/ Muzaffarabad 28 May 2002: Muhammad Farooq Rehmani Chairman JKPL People’s League has said it emphatically, no power on earth could force Kashmiris to give up their just and popular struggle of freedom. However, the methods to achieve this goal could be modified through a collective thinking according to conditions and requirements of the movement. Commenting on the speech of President Musharraf, he said India should not shirk from mutual talks and stopping of military activities in this region . He also urged on the international community to demonstrate political will to resolve Kashmir dispute between India, Pakistan and Kashmir. Otherwise, the dream of peace would always be a dream, and South Asia could perish any time in some unseen fire of war. He urged the world should do justice with Kashmiris and should expect a future of peace only after acceding to the just demands of Kashmiris. ------------------------------------ Murder of tourists condemned Islamabad/Muzaffarabad 15Jan: Muhammad Farooq Rehmani Chairman J&K Peoples League has termed Jammu & Kashmir as the most dangerous spot of the world, as for the human rights conditions in the region are concerned, where local inhabitants or foreign tourists were murdered by state sponsored terrorists indiscriminately. In this connection he condemned the murder of two Dutch tourists by the BSF men, who at the same time had fabricated a story to conceal their crime, while as the fact was that the two tourists were targeted by the soldiers because they had protested and tried to stop the soldiers against humiliating a women. He said Indian troops were exploiting the anti-terrorism war for their own designs in Kashmir, which had opened a horrible field of human rights abuses in J&K. He urged on the UNO and international human rights organizations to speed up the monitoring of human rights conditions and daily army activities, in populated areas and never allow occupation troops to misuse the present world environment in their favour in Kashmir --------------------------------------- Gruesome killings condemned by PL Chief Muzaffarabad/Islamabad Jan, 22: Muhammad Farooq Rehmani Chairman Jammu and Kashmir People’s League has strongly condemned the night murder of twelve Muslims including eight children in a village of Poonch on Monday. He said the mass murder was a deliberate attempt to sabotage the Kashmir freedom struggle, portray it as terrorism and at the same time damage the international efforts with regard to the solution of Kashmir issue. He said the horrendous incident occurred when the freedom struggle had gained political momentum on a global level and the world was heading towards recognizing the major political demand of Kashmiris for freedom. While terming the human rights condition as unprecedentedly horrendous, he said India had become extra tyrant to take suffocating measures against Kashmiris with every rising sun over the horizons of Kashmir-a one time paradise on earth. He was sorry to say, the fifty-five year old freedom movement was being equated with terrorism, and religious war, and India was concocting and collecting faraway fables to prove and instigate Europe and America against the Kashmir movement and Kashmiris, while the truth was that Kashmir struggle was never for religious or racial fanaticism. Farooq Rehmani termed the India-Israel military collaboration and anti-Kashmir slogans of Mr. Advani in Washington as highly inflammatory and harmful for regional peace in Asia, and impressed upon US and UK to underscore aggressive anti-human rights actions of India on Kashmir. He said every previous war stemmed from differences over Kashmir, and now again the climate had brought both India/Pakistan on the eye ball to eye-ball-stand-off owing to the same dispute of Kashmir and the militarism of deadly form by Indian troops in Kashmir.
