To Mr Kofi Annan, Secretary General UNO, New York Excellency, Today when the people of Kashmir all over the state are remembering the glorious sacrifice of their ancestors who lad down their lives for the sacred cause of freedom on 13 July 1931, we the members of J&K People’s League (Indian Occupied Kashmir) having burnt our boats to accomplish the mission of freedom and self-determination for the neglected human mass of Kashmir, would like to draw your kind attention to the current sad and tragic happenings by India’s obduracy, colonial ambitions, militarism and resort to ethnic cleansings which have made life of a Kashmiri in his own homeland pathetic and tragic. The people of Kashmir are offering heroic resistance to achieve the national goal of freedom and India is responsible for martyring more than 50,000 people for demanding the right of self-determination over the last 13 years, and the savage war by Indian troops against Kashmiri men & women continues unabated, threatening the nuclear peace of South Asia. We
are disgusted that there has been no effort on the part of the world body
since sixties to address the traumatic conditions of Kashmir. Every
inhuman, uncivilized and brutish campaign to terrorize and humiliate
Kashmiris by Indian forces & their agents is going on in Kashmir. The failure of the world community under the auspices of the U.N to demand a self-determination referendum for Kashmir has resulted in a festering stalemate with very serious potential consequences for South Asia and the entire earth which would have to absorb radioactive contamination from any full scale atomic war between Pakistan & India It is speculated that Indian rulers fear that the predominantly Muslim population of Kashmir will not vote to become a state within the Hindu majority India. It would be wrong & shameful for the U.N to allow India to continue with her inhuman rule in Kashmir, simply because the India has fear that referendum in Kashmir will convey no to India by Kashmiris. It is a well known fact that India was the first country to propose and promise plebiscite in Kashmir to decide the issue. But, the nation that has proclaimed itself as the world’s largest democracy has doggedly refused to permit Kashmiris to vote. A studied neglect of Kashmir question by the world body is no longer possible and the intransigence being shown by Indian is a big hurdle in the way of bilateral or tripartite talks between the parties of this dispute Now, before the temperature rises any further it is imperative to maximise the efforts for a peaceful solution of the 52 year old world problem. The civilized solution is very simple. Let the people of Kashmir be allowed to vote to determine their own destiny. And both India & Pakistan be urged to respect the decision of the people of J&K. In
case India is not prepared to join the efforts of a peaceful solution
through negotiations with Pakistan and Kashmiris, we urge upon you to
immediately place Kashmir on the high priority agenda of the United
Nations Security Council and remove hurdles in the way of its tripartite

Today, When the people of Jammu and Kashmir are observing 15
August(Independence day of India) as a black day as before, you should
ponder over this question-why Kashmiris are against Indian rule in Kashmir
and why UNO has not addressed the known grievances of Kashmiri people
during the last 53years?Every sensible person and
every Kashmiri is concerned over the selective role of UNO in the
world affairs. Jammu & Kashmir Peoples League is not only worried over
the policy of world body vis-à-vis Kashmir, but the party would again
draw your kind attention to the rapidly deteriorating human rights
condition in the Indian occupied Kashmir
and to the pivotal role that it would be required to play in South Asia,
which now has become a nuclear flash point, endangering peace and security
of millions living below poorty line in the populous region of the world.
Firstly India annexed Kashmir militarily, Secondly, it strengthened
her military might by increasing her forces in Jammu & Kashmir and
subsequently the Indian army started indulging in gross flagrant
human rights abuses to suppress the movement of the right of
self-determination, which was recognized in a number of resolutions on
plebiscite by the Security Council. But, that plebiscite never took place.
We feel that United Nation receding role in the affairs of Kashmir,
over the last 50years has encouraged India to renege on plebiscite in
Kashmir and adopt most cruel
military means to curb the movement of
freedom in Jammu and Kashmir.
India has not only martyred over fifty thousand people since 1989
in Kashmir, but she is also supporting some awful faces of
state terrorism in the occupied region and along the LOC in Jammu
& Kashmir. Massacre of innocent Sikhs in Mattan on 22 March and about
a hundred horrible killings of pilgrims in Pahalgam and labourers in
Qazigund are only few instances of India’s State terrorism in Kashmir,
which speak volumes on the
magnitude of hidden state terrorism
in the unfortunate region of Kashmir.
Enough has appeared, however, to lead to the conclusion that a
campaign of terror, rape and slaughter has been undertaken by the
government to brutalize the civilian population into submission. It is
also feared that the great loss of humanity will increase further, if a
swift peaceful resolution of
Kashmir problem according to
the wishes of the
It is a fact that people of Kashmir, the freedom fighters of
Kashmir and Pakistan, all agree on peace and peaceful means of freedom.
Only India is averse to it. Peace without rights and peace
without freedom is shallow & hollow.
Therefore, we urge you to initiate an effort swiftly to bring the
authority of the United Nations to bear on the situation on
Kashmir. The best course would be to sponsor a meaningful dialogue between
Kashmir, Pakistan and India to address
the core issue of Kashmir.
We Would also urge you to send a fact finding mission to Kashmir
& look into human rights abuses by Indian forces in the occupied
region. All these efforts if initiated by the world body, will lead to peace
and peaceful resolution of Kashmir Issue in accordance with the United
Nations charter and wishes of the people of Kashmir. Presented

The J&K Peoples League which fights inside Indian occupied Kashmir
for the freedom and right of self-determination to the people of Kashmir,
would like to draw your kind attention, on the eve of India’s Republic
Day, being observed as Black Day by Kashmiris inside and outside Kashmir,
to the escalating tension due to obdurance of India to settle Kashmir
issue peacefully according to the wishes of people. Mr. Secretary General-Indian military occupation of Kashmir in 1947, followed by imposition of Indian constitution on 26 January 1950, and extending of central Indian laws was against the wishes of the people of Kashmir and against the UN resolutions and her own promises with the people of the state. Every step that India took since 1947, was meant to perpetuate illegal occupation and aggravate tension in the south Asia. Undoubtedly, Indian ill designs have destroyed peace and harmony in the region and by spearheading unparalleled terrorism, her armed forces have made life of Kashmiris miserable and insecure. There is no end to state assasinations, custodial killings, forcible disappearances, humiliation of women and all other types of abuses by army, and paramilitary forces in every nook and corner of Kashmir, visible in the shape of the graveyards of martyrs even in the tiny villages. The Indian army is notorious for propagating false encounters with freedom fighters to hide systematic killings of young men. Excellency –We as sons of the soil suggest and dwelt upon UN intervention, withdrawal of troops and black laws; UN supervised dialogue between concerned parties to de-escalate tension and ascertain wishes of the people, according to UN pledges, failing which we believe, the clouds of war will become thicker and great mass of innocent humanity will perish, geopardising existence of UN it self, for all of which powerful leaders and organisations of the world shall be held responsible by Almighty Allah. Therefore, Mr. Kofi Annan as the chief of UN it is your duty to mobilise world for justice in Kashmir and force India to bear in mind that perpetuation of illegal occupation by military force in Kashmir will never finish her problem in the area but definitely shot out fire balls of war across the continent and will kill Gods creation-human race like anything. Subject:
Resolution of the J&K Problem Excellency, I am writing to you on behalf of Jammu & Kashmir Peoples’ League which has been fighting in the Indian occupied Kashmir for the freedom and right of self-determination to the people of Jammu & Kashmir for the last 26 years . The problem of Jammu and Kashmir was never less then a powder keg since its very birth 1947. Some far-sighted political thinkers had compared Kashmir conflict to a time bomb that could blow up all of Asia and shake the world. Your own views and perceptions and deep geo-political observations as the President of America, termed Kashmir issue as a flesh point and you have rightly called the area under south Asia as most dangerous place in the world. Today when the sub-continent has turned into a nuclear zone the risks to continue with the Kashmir conflict and not accede to 52 year old national demand of Kashmiris that is to say the right of self-determination are very high. Political
thinkers and think tanks have remained engaged for the last eleven years
to devise ways and means and to identify possible methods for a peaceful
and final resolution of the Kashmir question. But every such political
effort would need basic input and contribution from powerful global
institutions like the UN & the only super power, the United States. As the head of the most powerful office of the world, you could play a pivotal and decisive statesmanship role in addressing urges and aspirations of the people of Kashmir for a just and honorable resolution of this long standing conflict in the world, leading finally to de-escalation of nuclear tension, de-weponisation and non-prolifetraion. Ofcourse a peaceful and durable resolution of the Kashmir issue is the only key to the heaven of peace and prosperity in south Asia. We
would like that the United sates kept in mind all the factors which led to
make Kashmir a flash point and which forced neglected Kashmiris to jump
from long drawn political struggle to an armed one in their land. India
made pledges from time to time with the people of Kashmir on the right of
self-determination, plebiscite, referendum under UNO and also signed
agreements with Pakistan to resolve this issue amicably and peacefully.
She also assured Kashmiris that their political and cultural identity will
be safe guarded at any cost. But
she neither honored her international pledges about plebiscite nor made
any meaningful effort to resolve this issue directly with the Kashmiris in
accordance with there wishes. In
violation of the Indian Independence Act 1947 India air lifted her troops
to Srinagar in Oct, 1947 and forcibly annexed parts of the J&K state. In further violation and in contravention of the UNICIP resolutions the Indian government increased her numerical military strength from thousands in 40s to meny lacs in nineties with the sole aim of precipitating and encouraging militarism and during all these decades kept inflicting unprecedented human rights abuses particularly humiliation of women against the Kashmiris every where in the occupied region which is evident in every village and city in the shape of graves and graveyards of those martyred or forcibly disappeared. The tearful eyes and mourning faces of Kashmiri women manifest Indian ruthless military behavior in the occupied part. Kashmiris
have bitter memories about the Indian occupied forces since 40s, but the
last decade of the 20th century
added to their ugly experiences and magnified unimaginable horror on the
part of India towards them. It
is not the saga of the past but current affairs of tragic episodes. United
Nations by not addressing the plight of Kashmiris according to the
unimplemented parts of the UNICIP resolutions and by limiting its role
merely to a group of military observers along the deputed LOC has actually
placed Kashmiris at the mercy of short-sighted and fanatic Indian rulers
and military commanders who look upon Kashmiris in the same light as that
in which the Roman ProConsuls regarded Africa. Because of the very limited access provided to the international media, reports in the world press about the realities of this situation have been scanty when compared to reports about similar situations elsewhere. Enough has appeared, however to lead to the conclusion that a campaign of terror, rape, Slaughter and torching of houses has been under taken to brutalize the civilian population in to submission. India
is carrying on this campaign of systematic ethnic cleansing against the land and population whose status under the
terms of the UN resolutions and the bilateral Indo-Pak agreement is still
unsettled; and Kashmiris are waiting anxiously to exercise their right of
self-determination under the UN auspices. We
are grateful to United states for having addressed Kashmir problem through
1948 & 1949 resolutions of the UN with other states of the world body,
and we again appreciate US efforts expressing concern over tragic episodes
during the last twelve years
and stressing the need to honor the wishes of the people for a final
lasting settlement of the Kashmir problem. We
also appreciate important US think
tanks and study groups who continue to make positive contributions towards
the efforts being made on the intellectual side to explore and suggest
ways and means for the final resolution of Kashmir issue. And, we as
Kashmiris would like to add and suggest the following measures to be taken
by the White House for a durable and peaceful resolution of the Kashmir
issue: 1.United Nations be urged to implement the unimplemented parts of the UNICIP resolutions 1948 & 1049
